Geotechnical

It is reported that there is an estimated 500,000 cubic yards of coal ash and cinder under the surface of Logan Triangle (1). There are reports of other debris in the fill as well, and probably remnants of the houses that were demolished up to 2003. There are environmental issues with the fill in the Triangle as well as structural, including lead contamination. Although cleanup plans were prepared in Auguat 2000, as far as public reporting shows, the city never did a full cleanup of the lead in the Logan Triangle soil. This list is chronological from earliest date (1986) to latest date (2020).

1986 LIPPINCOTT REPORT. After the gas explosion/fire in 1986, the City commissioned a geotechnical report from Lippincott Associates. for the City of Philadelphia’s Department of Licenses & Inspections. The City hired the firm in April 1986 to find out why homes and streets in Logan were sinking and to recommend fixes. This report did not focus on environmental issues. Please click on the Lippincott Report icon below or in the title above for the full study.

1988 CASE STUDY - DISTRESS TO STRUCTURES ON LOOSE ASH AND CINDER FILLS CASE STUDY was a case study at the 1988 International Conference on Case Histories in Geotechnical Engineering at Missouri University of Science and Technology (Missouri S&T) by Messrs. Gouda (chief engineer for the 1986 Lippincott report), Lippincott, and NJIT Professor Raghu.

2000 US ARMY CORPS OF ENGINEERS (USACE). In February 1999, the City requested that the USACE sample and analyze the surface soil at the site. In 2000 the US Army Corps of Engineers issued the 'Logan (Feltonville) Sinking Homes Study' that focused primarily on the houses south of Logan Triangle, south of Roosevelt Boulevard, but also impacted by the Wingohocking Creek fill. Please click on the 'US Army Corps of Engineers' icon below for detail.

2000 EPA. After residents of the Logan area were informed of the results of the May 1999 USACE samplings, the Logan/Olney Coalition requested EPA involvement. In a September 1999 letter to Senator Santorum the group requested an investigation and "emergency cleanup" of the Site. The EPA submitted an Incident Notification Report on September 9, 1999. As a result of this, EPA performed soils testing in the Triangle in November 1999, and issued reports in November - February 2000.
