1803 Fund
Albina Vision Trust

  • Albina Vision Trust (AVT) came first in 2017 founded by Rukaiyah Adams. It is a community-driven nonprofit created to buy back land, rebuild Lower Albina, and re-root Black families in Portland’s central city, working across a 94-acre project area. It opened its first housing, Albina One, in 2025.

  • The 1803 Fund is the bigger money behind it. Phil and Penny Knight pledged $400 million to launch it in 2023, and Adams is its CEO. It gave AVT $2.1 million in 2024, $1.8 million in 2025, and a $4.3 million loan in 2025. It also buys land directly: it has acquired over 10 acres for two projects, Albina Riverside and the Low End. Its portfolio is meant to stay in long-term collective ownership by the Albina community. Please click on the image to the right to go to the page.
